Batas na naglalayong pagyamanin ang Philippine Bamboo, isinusulong

Nanawagan sa mababang kapulungan si AAMBIS-OWA Party-list Rep. Sharon Garin na  iprayoridad ang pagpasa ng mga batas upang pangalagaan at pagyamanin ang indutriya ng kawayan sa bansa.

Ayon sa mambabatas, malaki ang naiaambag ng mga kayawan sa pagbabawas ng carbon footprints, at isang hakbang din ito na nagpapakita ng suporta  sa mga adbokasiyang tumutugon sa climate change.


Pahayag ni Garin, ang Panukalanag Batas 3373, o ang Philippine Bamboo Industry Development Act, ay naglalayong  isulong ang “sustainable management and appropriate utilization of the country’s bamboo resources.”

Naniniwala SI Rep. Garin na ang pagsulong ng nasabing na batas ay makatutulong din sa mga programang pangkabuhayan na magbibigay ng oportunidad sa mga Persons with Disabilities (PWDs), marginalized sector, mga naghahanap ng trabaho, at mga retrenched Overseas Filipino Workers (OFWs).

Saad pa ng mambabatas, “This is an opportune time to utilize bamboo, both economically and environmentally. Bamboo has properties of fast growth and rejuvenation after cutting, which makes it a harvestable yield every one to two years once maturity is reached. It recuperates on its own as well. Replanting is not required and needs minimal tending. As to its environmental importance, bamboo can lock carbon in its fiber and in the soil where it grows. It also regulates water flow and reduces water erosion,”

Sa ilalim ng nasabing panukalang batas,  ang Department of Environment and Natural Resources (DENR) ay aatasang siguraduhin na ang  taunang programa sa reforestation at rehabilitation ng ahensya , 20 porsyento ay  nakalaan sa pagtatanim ng kawayan.

Mandato naman sa Kagawaran ng Edukasyon na siguraduhing 25 porsyento ng annual procurement ng mga upuan para sa mga pampublikong paaralan ay gawa sa Philippine bamboo.

Kabilang sa mga layon ng Philippine Bamboo Industry Development Act ay ang pagsasagawa ng mga plano, mga programa, mga proyekto, at mga polisiya na may kinalaman sa pagpapaunlad ng Philippine bamboo industry.
