Camsur Rep Lray Villafuerte, binanatan ang SP Aklan, tinawag na ‘misguided’ ang ginawa ng mga provincial board members

Binanatan ni Camarines Sur 2nd district Representative Luis Raymund Villafuerte Jr. ang mga miyembro ng Sangguniang Panlalawigan (SP Aklan) kasunod ng kanilang pagpasa ng Persona Non Grata Resolution laban sa kanya at sa tatlo pang kongresista na bumuhay sa BIDA Bill.

Tinawag ni Villafuerte na ‘melodramatic’ at ‘unnecessary’ ang resolusyon gayong inatras na nila ang pagsulong sa Boracay Island Development Authority (BIDA) Bill o HB 1085 l sa 19th Congress.

Ayon sa mambabatas, dapat tiningnan muna nila ang development ng bill o naglobby laban sa pagpasa nito bago magdeklara ng persona non grata laban sa mga kongresista na nagsulong ng bill.

“Rather than resort to histrionics, Aklan’s SP members should have first taken two steps that would have settled the issue in an intelligent manner and prevented them from ending up with egg on their faces,” saad niya.

Aniya pa, kung nakipag-usap muna sila kay Cong. Ted Haresco kaugnay sa BIDA proposal ay nalaman sana nila na binawi na ng mga Camsur Rep. ang HB 1085 noong pang Agosto 3, mag-iisang linggo ang nakalipas bago ipasa ang Persona Non Grata resolution noong August 8.

“First, had they made an effort to check the developments on this BIDA proposal in the House , or probably touched base with their congressman – Ted Haresco—they would have known that their resolution was unnecessary because we, the bill’s proponents, had officially withdrawn our filing of HB 1085 last Aug. 3, or nearly a week before the SP members of Aklan had filed their superfluous resolution against us last Aug. 8,” paglalahad ng mambabatas.

Inatras nila ang panukala dahil naipaliwanag na raw sa kanila ni Cong. Ted Haresco ang dahilan kung bakit hindi sang-ayon sa BIDA Bill ang mga lokal na opisyal kaya ang hakbang na kanilang ginawa ay walang nakamit kundi sariling kahihiyan.

“Their misguided move certainly didn’t speak well of them as elective officials of Aklan,” aniya pa.

Ipinagtataka rin ni Villafuerte kung bakit ngayon lang ito nagawa ng mga lokal na opisyal dahil hindi naman ito ang unang beses na may nagsulong ng BIDA Bill.

Katunayan aniya, may HB 9826 na authored ng mahigit 200 mambabatas sa pangunguna ni Davao City Rep. Paolo Duterte na naipasa sa ikatlong pagbasa sa 18th Congress, maging siya mismo ay nagsulong din noon ng sariling bersyon na HB 7280.

“It makes us wonder why they had resorted to this melodrama because this was not the first time ever that such a proposal to create BIDA was introduced in the House. In fact, HB 9826, which was authored by over 200  solons led by Davao City Rep. Paolo Duterte, the son of the then-President Duterte, was passed by the House on third and final reading (on the basis of the approved Committee Report (CR) No. 1084) and then transmitted to the Senate for its concurrence. I myself had filed my own version of this measure—HB 7280—in the 18th Congress,” pahayag pa ng kongresista.

Iginiit pa ng Camsur Rep na wala silang narining mula sa mga opisyal ng Aklan sa lahat ng naging committee at plenary sessions na ginanap sa 18th Congress bago ito tuluyang makalusot sa final reading.

“If my memory serves me right, we heard nary a peep from these elective officials of Aklan in all those committee and plenary sessions that were held in the 18th Congress prior to the approval of HB 9826 on third and final reading,” giit ni Villafuerte.

Kinuwestyon niya kung bakit naging tikom ang kanilang bibig noon at ngayon lang sila gumawa ng hakbang gayong binawi na nila ang HB 1085.

Dagdag pa niya, “Where were these supposed anti-BIDA Aklanons when us lawmakers were discussing the measure? They should have voiced their opposition to the bill and brought their concerns to our attention back then before the bill was passed on third and final reading. Again, why only now?  Why only now when their collective foot-stomping has been rendered moot by our earlier move to withdraw our bill?

“The Despicable Antics of the members of the Aklan provincial board only highlights their political immaturity and idiocy.”
