Marquez sa pagtatag ng BIDA: Koleksyon ng terminal at environmental fees dapat manatili sa local government

Walang paglabag si Aklan first district representative Carlito Marquez sa pagtayo ng Boracay Island Development Authority (BIDA) kung ang koleksyon ng terminal at environmental fees ay mananatiling hawak ng lokal na pamahalan.

Giit ni Marquez, gaya ng itinatag na Boracay Inter-Agency Task Force (BIATF), hindi dapat mangialam sa koleksyon ang BIDA, aniya “They [BIATF] are there to maintain the cleanliness, sanitation, environmental compliance ng mga establishments and at the same time nagdadala ng investments in the form of concreting of the road way, lahat, development ng Boracay at the expense of the national government.”

“Kung amo na ang existing arrangement, maayo na”, saad pa nito. Ipinaliwanag niya na ang ibang kapangyarihan ng local government ay hindi dapat mawala partikular sa mga koleksyon dahil mayroon naman na local government code at ang ‘One Entry, One Exit Policy’ ay mula sa provincial ordinance.

Hindi naman umano mawawala ang obligasyon ng national government agencies gaya ng Department of Environment and Natural Resources (DENR) at Department of Tourism (DOT).

Matatandaan na nabanggit ni Pangulong Rodrigo Duterte sa kanyang ika-limang SONA nitong Lunes ang kanyang nais na magtatag ang kongreso ng BIDA para mapanatili ang kagandahan ng Boracay.

“We have seen the remarkable reemergence of the island back to its former glory. I want this sustained. I ask Congress to enact a law creating – at importante ito (and this is important) — the Boracay Island Development Authority or BIDA. We need it,” ani Duterte sa kanyang SONA.
